How to Read Richmond County's Paper Trail: Open Records, Budgets and Audits, Explained
Georgia's open-records law, the county budget cycle and the annual audit are the three documents that explain how Augusta-Richmond County runs. Here is how each one works — and how any resident can use them.

Accountability in Augusta-Richmond County does not start with a scandal. It starts with three routine public processes that any resident can follow: open-records requests, the annual budget, and the independent audit. Together they form the paper trail of local government.
Georgia's Open Records Act gives the public the right to inspect most records of the consolidated government — emails, contracts, invoices, reports — with specific exemptions for things like active investigations and personal privacy. A request goes to the agency that holds the record; agencies generally must respond within three business days, either producing records, describing what exists and when it will be ready, or citing the legal exemption for anything withheld. Reasonable copying and search fees can apply.
The budget is the second document. Each year the consolidated government adopts a budget that allocates money across the sheriff's office, courts, roads, transit, parks and the rest of county services. The adopted budget — and the public hearings that precede it — are where priorities become numbers, and comparing budget lines year to year is the fastest way to see what local government is actually emphasizing.
The audit closes the loop. An independent audit of the county's finances tests whether the money went where the budget said, and flags weaknesses in financial controls. Audit findings are public, and the pattern of findings across years matters more than any single one.
None of these tools requires a press pass. Records requests can be filed by any citizen, budgets and audits are public documents, and commission meetings are open. The paper trail is only useful, though, if residents actually read it — which is what this desk will keep doing, in public.
